I can't agree with your statement that setting OPTIMAL causes a lot of overhead. If it is set correctly, you shouldn't see much overhead at all. I suspect if you see a lot of overhead that it was set too low and the rollback segment is always growing past the low limit then trying to shrink back (i.e. it's trying to shrink to OPTIMAL too often). Also, leaving the rollback segment without OPTIMAL set ensures you will eventually hit MAXEXTENTS and users would receive an error that they shouldn't.
