I had the same situation. I have done what tmgn proposed (see "Re: database login very slow" by "tmgn" on 23-Aug-99 at 16:18):

<< Just move  $ORACLE_HOME/otrace/admin/process.dat and regid.dat files to a
<< Backup Location and see the difference.  Or you can set EPC_DISABLED=TRUE in

<< The reason is becos Oracle Tracing is enabled by default in 7.3.3 version
<< and it slows down the Connections.

It helps also when exiting SQL*Plus!
