NT4 Service Not Starting

I am running Oracle 8i, WebDB, and Enterprise Manager on an NT4 server. All the services are set to startup automatically. When I do a reboot of the system, everything comes up fine with the exception of the Enterprise Management Server.

Though it's set to startup automatically, it does NOT. Once I get logged on, I can start it manually, and everything works fine.

Is there a setting I need to change either within Oracle or NT to make it work. The only thing I can think of is that it needs to be started last.
