If you have written your client software yourself i.e. you have access to the source code, you cann add the following line to the startup code of you application:

ShortDateFormat := 'dd.mm.yyyy';

This affects only the date format of you application so you don't have to run around and change the default settings of every client machine. You just have to install the new client software.
