Install Oracle server vs client

Hi,

I need to install Oracle for a computer with NT 4.0; however, I am not sure whether it needs the Oracle server or the client version since the end users just need to run some Crystal report and some visual basic application against the Oracle. Is it possible for the crystal report to run against an Oracle's database on the same machine? How should I connect or set it up? Also does this machine requires a fix ip?
