ORA-12500 TNS listener failded to start a dedicated server proces

I have instaled Oracle 8.0.5 under Linux Red Hat 5.2 I do : dbstart .... OK

         lsnrtcl start .... OK
         sqlplus internal/oracle_at_orcl .... and then

ERROR:
ORA-12500: TNS listener failed to start a dedicated server process

This is the same ERRO that if I try to connect from another machine with Oracle Client in the network.

Could anybody help me, please,please,please I think I've tried everything.
