The problem may be related to your SQL-Net set up. Are you routing by Oracle Names Server or TNS Names ?

If you are using Oracle Names Server and the primary server fails , then SQL-Net will wait for a timeout period (as specified in LISTENER.ORA) before attempting to use the secondary names server. This timeout may be the cause of the delay.
