Is there any chance, both sides are running OIA with different port numbers? The port numbers need to be 1748 and 1754, the latter one for the OEM job facility.
Try verifying that, try also to delete all .q files in the agent home ($ORACLE_HOME/network/agent) and make sure all your sqlnet keywords are in uppercase.
