Maybe WebDB and Apache. WebDB doesn't need OAS.
You may want to consider another possibility. Apache+JServ+Oracle8i (815 now, 816 in December) 816 has a Servlet engine in the server, so for a small app, you could just implement with Oracle8i v8.1.6 when you were done.
