rebuild tablespace HELP ORA 01652

Hi;

 Can someone help me understand what this statement does to  what tablespaces ? I have 1Gb GADGET_IDX tablespace but it is  only using 361Mb of it, according to Storage Mgr. So why doesnt it have  enough space? Or does this indicate I need to extend my TEMP tablespace?
