I had to do this sort of Downgrade( like from Oracle 8 to ORacle 7 ) few times due to some Hardware issues totally unrelated to Oracle or Database issues...

Otherwise I dont find any reason to Downgrade the Database especially if it is well tested before the Upgrade..
