I think you will find the run is relevant to the directory the program is
being run in. In UNIX use pwd to discover the current directory. In a
Windows shortcut it is relative to the 'Start in' directory. It will only by
$ORACLE_HOME if you are in that directory (i.e. issued cd $ORACLE_HOME)
