OAS 4.07 PL/SQL cartridge problem

OAS 4.07 on NT 4.0 vs SP3 ( RAM 128M, Pentium II 166 MGz) OAS downloaded by ftp from www.oracle.com.

Often occurs PL/SQL cartridge error:

OWS-05101: Execution failed due to Oracle error 1008 ORA-01008: not all variables bound

parameters list of called procedure strongly corresponding to parameters listed in error html page returned by OAS

It is bug ? or undocumented feature :(

Please help vs workaround of this problem.
