INSERT giving 'ORA-04029: error ORA-904..' errors

We are evaluating Oracle 8 for our database needs and are having a few problems getting off base with PL/SQL.

In the Procedure Builder Interpreter, I can SELECT from tables, but when I try to INSERT, I get 'ORA-04029: error ORA-904 occurred when querying ORA_KGLR7_DEPENDENCIES'. I get a similar error when I try to compile a simple select into a procedure. However, I can INSERT into the table from SQL*PLUS, using the same User/Password.

Also, I can call the built in packages (e.g. TEXT_IO) from Procedure Builder - but don't seem to be able to reach them from SQL*PLUS - is there a vital step I'm missing.
