ORA-06401 Error Please Help

I am relatively new to using Oracle and I can not figure out why I am getting this message. I am using Personal Oracle 7.3.4 for NT. I am trying to connect to my DB from inside Crystal Reports and when I enter the username,password, and Server of 2: I get the message: ORA-06401:NETCMN: Invalid Driver Designator. I looked on the oracle site and it said this was related to Oracle 8 on and NT box. The proposed fix was to remove a key from the registry that contained 2: I don't have the Key LOCAL with any value like '2:' in my registry. In fact I don't even have a LOCAL key under ORACLE in the registry.
I have contacted Seagate for Crystal Reports and they could find nothing wrong.

I can connect to my database in PL*SQL without any problems.
