You need to remove the "NLS_LANG" parameter from the registry. Do the following:

In the registry, go to HKEY_LOCAL_MACHINE, SOFTWARE AND ORACLE.
Locate the NLS_LANG parameter and remove it.
Exit and reboot the client.
Retry the connection.
