Phil,

Have you run catproc.sql when you create your database ? If not, run it. The
script locates in ?/rdbms/admin directory.

You can check if your database got this option when you start your sqlplus, it should state
if you have PL/SQL procedural option.

If you are not sure, ask your DBA.
