check on the status of a remote database

Is there a way to check whether a remote DB is down in a PL/SQL script?

Here's the situation:

I'm using PL/SQL to generate an intranet site that pulls info from a remote database. Today, that remote DB went down, and the whole site crashed.

I'd like to insert a check on the status of the remote DB in the code, and if the DB is down, I can redirect to a page that doesn't display anything from the remote DB.

Any suggestions would be appreciated.
