Probably that account doesn't have SYSDBA privilege. Try connecting as
sysdba in sqlplus or svrmgrl.
If you get ORA-1031 insufficient privileges, check the value of
remote_login_passwordfile in your init<sid>.ora. If your account is not SYS
or internal, this parameter needs to be equal to exclusive.
