There's not enough information to tell. In your Oracle documentation
there's a whole section on solving connection problems. Essentially you
escalate. First you ping the server, then you tnsping it, then you connect
using SQL+ etc. You don't say what program you are connecting with, but if
you get to the point where you can connect using SQL+ then the problem
probably lies in the program you are trying to connect with - perhaps you
have to set connection or ini parameters?
