I'm having similar problems with WebDB on an Oracle 8.1.5 NT database. I have them installed in separate ORACLE_HOMEs. When I start WebDB using http://hostname/WebDB/, I get the login prompt but then get kicked out with the error message "Database Log In Failed TNS could not resolve service name. Verify that the TNS name in the connectstring entry of the DAD for this URL is valid". I would really appreciate any advice anyone might have on how to setup the tnsnames.ora file. The weird thing is that I installed WebDB for Solaris into an Oracle 8.0.5 database and it worked the first time.
