In some installations of Oracle client tools there are two directories $ORACLE_HOME/network/admin and $ORACLE_HOME/net80/admin. Each of them is used by different tools (it may be that SQL*Plus uses the first and Security Manager the other one). Just make sure that tnsnames.ora files
placed in these directories contain your service entry - it looks like one of them contains it and the other does not.
