Depends on the type of snapshot. If you're talking read-only, then snapshots are simpler (no conflict resolution required etc.). If you're talking updatable snapshots, from a complexity perspective they're much the same as multi-master but less flexible. The only advantage I see to updatable snapshots over multi-master is the capability to subset.
