Can't start listener - operfdll failed

Hi, I am having problems starting the oracle service (Oracle 7.3.4 running on NT). I get an NT internal error 2140. I checked the event log and it states that one of the database driver has failed - /orant/bin/operfdll.dll. I tried restoring the dll from an Oracle CD but I get the same error. I need to start the listener in order to connect to the database to start it.
