Try looking at Dell servers. We just got a server that cost about $2500.00 for a dual capable P2-450 with 10Gig scsi and 256megs of ram. We installed Oracle8.04 and it rocks. We don't do any web stuff like you are planning on doing, but for a DB server it is really nice and cheap.
