Found the answer to my question on MetalLink (searching on PQO):

Yes, the dialog in this thread is correct. It is
necessary to have PQ installed and linked for
bitmap indexes to work. The decision was made to
"package" bitmap indexes PQO.

Hi. You need to ensure 2 things: 1) You have the
Parallel Query option (PQO) linked in. It is
required for bitmap indexes. 2) You have the
init.ora parameter COMPATIBLE set to 7.3.2.0 or
higher (perhaps 7.3.3.0 in your case). A note of
caution: please ensure your database is shutdown
normal or immediate prior to changing the
COMPATIBLE (or actually any) init.ora parameter.
