Scott,
Sounds like your listener.ora file is missing the PORT setting out of
the ADDRESS parameter. Should be something like this ...
(ADDRESS_LIST =
(ADDRESS = (PROTOCOL = TCP)(HOST = otto)(PORT = 1521)) )
