This is possible installing 7 and 8 ( > 8.0.4) in a different ORACLE_HOME on the same box. For the details see the manual "Oracle8i Enterprise Edition Getting Started Release 8.1.5 for WindowsNT", Chapter 4 "Multiple Oracle Homes and OFA".
