Session would not die

I had to do some import/export stuff and found I could not drop a user that was still connected. After phoning the person, he indicated he had nothing going on, but he was showing up as having a connection. I did the alter system kill session (sid,serial#), many many times, and the session would not go away... I finally bounced the database
with a shutdown. What happened?
