installation of 7.3.2 problems

I am trying to upgrade from 7.2.3 to 7.3.2 but am having problems. The installer 'hangs' every time that it gets to the step loading '$ORACLE_HOME/admin/tk4.0/license.terms'

I have to kill the installer each time. When I restart the installer some of the products have been successfully installed. I am only selecting oracle rdbms server, sqlplus and plsql to install

I cannot find anything in the installation instructions regarding license requirements - although maybe this is a 'red herring'??

Please can anybody help?
