developer server - ora-12154 error

Have just installed Developer and Developer Server on an NT 4/SP 3 server machine, with OAS 4.0.7.1, Oracle Enterprise 8.0.5,
Jinitiator, etc.

I followed all directions in devdem60/web/readme.htm without any problems. I then (using netscape) attempted to launch the sample file olf.htm.

This appeared to almost work, but I always get the error ORA-12154, tns could not resolve service name.

I gather from reading previous messages that I need to possibly modify tnsnames.ora, or make an extra copy of it in another directory. Other answers I read involved sqlnet.ora, and modification of it by a configuration utility.

Also, is it necessary to add an entry for the server in the hosts file?
