Problem with "oradim73.exe" when starting up instances on 7.3.4 Server

I am using a NT box Server 4.0 SP4

I am trying to bring the instances backup after a backup

I have tried this command with personal Oracle

E:\orant\bin\oradim73.exe -STARTUP -SID ORCL -STARTTYPE srvc,inst -USRPWD ********* -PFILE E:\orant\database\initorcl.ora

and it works but it does not startup the instances on the server. however using oradim73.exe it does shutdown the databases on the server.
