If you do not plan on installing or using OEM (Oracle Enterprise Manager) then you do not need more than one DB server. Especially if you are in a small shop, as it sounds you are, OEM maybe over kill. OEM helps you to do backup and recovery via the rman (recovery manager). It is rman that needs the repository database, in fact it needs two such items because it cannot recover itself. This may seem complicated, it is somewhat.
But if you do not use rman to shcedule/track backups, then you must develope your own backup and recovery procedures. I think there are white papers on this subject and there is a book termed the "Oracle on NT Black book" that might be of help too.
You will need a bunch of disks, plenty of memory, and many CPU(s), depending on the scale of your business.
