I know in 8 and I think in 7, if you create a db using the db assistant, it will run the correct scripts. I believe you can create a db using the assistant, but instead of creating the db, you can save the script that creates the db. Look at this script and it should give you a clue as to what you may have missed. You can also check out the BUILD_DB.SQL script located in ORACLE_HOME\RDBMS80\ADMIN.
