Hi Jim,
Rather than having multiple development streams, one for each network protocol supported, for each product, Oracle created the TNS layer that all the products (Server/Dev2000/Des2000/Pro's) and then leave it upto the SQL*Net development team to package this onto your required network layer. Remember that there is more to networking than TCP/IP.
As far as your performance query is concerned, we wanted to deploy the Oracle Forms onto a network server and have the users mount the network drive onto the local PC. We started of with both the Dev/2000 runtime and the Forms installed on the server, and ended up with moving both Dev/2000 and Forms onto the Local PC. This obviously causes a lot more headaches for the people responsible for the deployment of new software, 100's of PC's instead of 10's of PC's, but like yourself we had totally unacceptable performance with a central design. BTW - We were NT 4.0 Server SP3 for the Server, and NT 4.0 WorkStation SP3 for the Clients running on TCP/IP 10Mbit.
