Personal Oracle vs Oracle Lite vs Access

In our new project we need client database for offline work. The main tasks are storing offline data, small dictionaries and run simple reports.
I considered 3 - databases :

  1. Personal Oracle - have the same Oracle functionality as Oracle Server
  2. Oracle Lite - less memory requirements
  3. Access - ?

Any suggestions are welcome and I'll be glad to read about any experience on this topic.
