ORA-1004 when refreshing snapshots

Our updatable snapshot group's automatic refresh fails every now and then but succeeds after couple fails. So this cannot be because of EXECUTE_AS_USER having wrong value or dblinks not working.

Errors in alert.log are:

ORA-12012: error on auto execute of job 42 ORA-23324: error ORA-01004: default username feature not supported;logon denied

ORA-01988
ORA-02063
ORA-06512

We also have another same kind of error, then we sometimes get ORA-12154: TNS: Could not resolve service name. This is due to some snp-process failing to read tnsnames.ora. So it fails every time this snp-process is on duty and succeeds when another snp-process does the job.

Are these two errors related ? Is there any way to solve this (other than moving tnsnames.ora data to db_link's using clause) ?
