Dear Manireddy,
I got the same error and solved it using the following method.
Step-1.
Reinstall complete personal oracle 8(except documentation). Do not eliminate
any of the options.
Step-2. After installation, try 'sql net8 easy configuration' and use the 'test' option and select beq-local. Upon prompting, enter scott/tiger. You should be able to connect to the database. If yes, simply start forms 5 and connect to the database.
