too many local session in global transaction

i am having problems with an oracle 7.1.4.1.0 server running on solaris. when we run quarterly reports (a lot of session) i keep getting oracle error 2045 (too many local sessions participating in global transaction). i was told this is an oracle bug and the only way around is to do a dbshut and pickup where you left of. is this true?!?! any suggestions??
