Enterprise Manager-ORA-12203 w/Backup Manager

Does anybody out there know why I get the ORA-12203 TNS: unable to connect to destination error when opening Backup Manager from Enterprise Manager. The other applications within EM connect with no problem.

EM is running on NT4.0 -- Oracle is 8.04/Solaris 2.6.

Oracle Intelligent Agent is not installed on the Sun. Could this be the problem and if so, why?

Please help...
