Hard call, both are excellent environments. I prefer Sun purely because I am more used to it - we have several Oracle-on-Sun instances and only two Oracle-on-Alpha instances.
The Alpha has that nice shared disk pool thingy that makes disk space management nice.
Sun support, especially for us being very remote from the nearest capital city and support centre is better. (I'm talking availability of things like SunSolve on CD, not hardware replacement or phone service, both are great at these).
Go with what you have most experience with. If that's 0 = 0 go Sun because there are more Suns out here and that can lead to broader options later on.
