Oracle 8 and NT server rights

What permissions need to be set on the NT server for Oracle 8 server in
order to avod the ORA 12500 error. I was told that the user needs no rights
to the server in order to access the application databases. We removed all
rights but are now receiving this error message related to permissions to
the Oracle executable.



 What exactly needs to be set up?
