Install problems with Oracle Lite 2.4 (newbie)

I am installing oracle lite v2.4 on NT4sp4 and am having problems using sqlplus 3.3 as I am perhaps having problems configuring using SQL Net Easy configurator.
FYI: I can use the Oracle Navigator to view tables and data however sqlplus responds with;

    "ERROR: ORA-12154: TNS:could not resolve service name"

which is not in the ERROR guide.

So what I think is;

1. My NT4 box is name is blitbox and I can ping it. I can use SQL Net easy to add a database alias for database ORCL for TCP/IP host "blitbox". How do I use these
2. When I fire up SQLplus and it asks me for a username/password and host name. Do I have to configure some users. Is the hostname "blitbox"?
3. General Question: How many simultaneous users can I have attached to Personal Oracle. (eg: only 1 I assume)?
