The db subagent is the Intelligent Agent. I assume it's called the subagent because on some platforms it requires the SNMP Master running (but apparently not on all platforms). To start it from the OS prompt, type lsnrctl dbsnmp_start (if you're on NT, go into COntrol Panel -> Services instead, and start the Oracle Intelligent Agent).
