OAS Listener imposes 1 second delay

All,

We are running OWS 2.1.0 and O 8.0.4 on NT 4.0. It appears that the listener in OWS 2.1.0 introduces ~1 second delay in returning (or perhaps presenting, or some combination there of) requests for PL/SQL cartridge as well as CGI-BIN requests. This delay is NOT present when requesting static files. Has anyone else experienced / resolved this issue?

Any ideas would be appreciated.
