How to start listener in Oracle Workgroup 7.3 for NT

I am attempting to configure a listener for my new Oracle Workgroup Server 7.3. I've found documentation which states that the lsnrctl start command is used to start the listener. This command does not appear in my % ORACLE_HOME\bin directory.

How do I start a listener in Oracle Workgroup for NT?
