HELP: how to install just some service?

Hi folks!
I've Oracle RDBMS 7.3.4 installed, plus some service (Forms and Report) coming from the 7.2.3 distribution.

I need now to install the NLSRTL V3.1.4.6 service in the 7.2.3 environment,
I have the CD but don't know how to
proceed to this single service installation.

I really don't think that just copying the $ORACLE_HOME/nlsrtl3 directory
from the CD to the server
will solve the problem. Right?
