Couldn't agree more with your assertion.

But then there is more to extent managment than just total numbers, and I/O's. Fragmentation, extent reuse, predictive capacity planning all spring to mind, for instance. I know the original mail didn't touch these areas, but they should be dealt with at the same time - i.e. the physical database design and planning phase.

I suppose the 'real' answer for this question is to get people to read the Oracle White paper on Space Management, which deals in some detail with all of these areas regarding extent usage. It's a bit dated now, but the information is just as applicable. Available free from Oracle's main site.
