Hi Dong,

This is one of the "wonderful" features of running oracle on NT. At our work the only way we have found to accomplish this is to shutdown the db either immediate/normal from svrmgr23 and then stop the oracleservice(sid) and oraclestart(sid) from services in the control panel.
Only then can you bin the file without causing a sharing violation.

If anybody has found a way around his then i'd bee interested.
