owsctl.exe Application Error on startup

Oracle Application Server 4.0.6.4.0 Enterprise Edition installed on NT wkstn 4.0 w SP3.

The service 'OracleStartOAS 4.0(DEFAULT_HOME)' always cause an error:

owsctl.exe - Application Error

body:
The instruction at "0x78001628" referenced memory at "0x00ae0613". The memory could not be "read".

It happens shortly after it's started, no matter it's set as Manual or Automatic in the Service Startup type. Re-install after remove can not solve it.
